POSITION:

QUALIFICATIONS:
Candidates must hold a Master’s degree. Candidate must be certified in foreign languages, Bilingual Education, or ESL and hold a
New York State School District Administrator (SDA) or School District Leader (SDL) certification.
 
EXPERIENCE:         
Candidates must have completed eight (8) years of approved and appropriate teaching and/or administrative experience, at least
four (4) years of which must have been at an administrative level. The ability to deal tactfully and effectively with others and the ability
to communicate effectively in both oral and written forms. Experience in teaching and supervision of instructional programs serving
English language learners, both Bilingual and ENL students, is preferred.
 
DUTIES:                    
The Assistant Superintendent of Multi-Lingual Education has primary responsibility for program design, implementation and staff
development for English language learner programs, and bilingual/world language education programs at both the elementary and
secondary levels, and will work with staff, community organizations, and agencies that serve the major language groups within the
city of Buffalo.
 
The duties and responsibilities for this position are:
  • Responds to questions on program guidelines, implementation and utilization of resources for bilingual/world language, and English Language Learner instructional programs
  • Explains matters related to English Language Learners/Bilingual Education/World Languages education for schools, Central Office administrators, and for the general public, regionally, locally and nationally.
  • Answers questions of the media on issues related to bilingual and English as a New Language (ENL) education.
  • Reviews and revises program guidelines.
  • Monitors the implementation of program guidelines for ENL, Multi-Lingual Curriculum Content, and World Languages.
  • Supervises staff development activities for teachers and administrators in the areas of Multilingual Education including Bilingual Education, ENL, and World Languages.
  • Works with teachers in sharing research-based effective practices for working with ENL learners.
  • Projects ongoing costs and budgets for all programs serving multilingual students.
  • Monitors the acquisition and distribution of instructional materials for all multilingual education programs.
  • Leads the effective implementation of all regulations pertaining to Part 154, and Title III, and assist schools in their implementation efforts.
  • Leads in the establishment and implementation of effective instructional programs for Students with Interrupted Formal Education (SIFE).
  • Leads in the establishment and implementation of academic excellence programs for students learning English as a New Language.
  • Participates as a District representative and/or resource person in meetings and activities of school/community agencies, and advisory groups (MEAC).
  • Represents the Department of Multilingual Education in compliance requirement audits conducted by State and Federal agencies.
  • Assists other Offices/Divisions in developing instructional programs and eligibility guidelines for English Language Learner students as related to Part 154 and Title III regulations.
  • Manages the Title III grant activities
  • Assists the District in making cost projections and meeting cost expenditure requirements.
  • Assists in the recruitment of Bilingual and ESL teachers for the district
  • Ensures teachers receive appropriate Professional Development in the necessary areas of Multi-Lingual Education
  • Monitors the implementation of school based TESOL certification programs.
  • Other duties as assigned by the Chief Academic Officer

 
The person selected will also perform related duties as required by the Chief Academic Officer.

SELECTION:            
Appointment will be made by the Board of Education upon the recommendation of the Superintendent following assessment of training, experience,
credentials and evaluation of service.  Personal interviews will be scheduled where appropriate.  
 
SALARY:                    Administrator’s salary schedule.
