POSITION:                 Information Technology Specialist II- Provisional
                                        Vacancy: One (1)

SALARY:                     $48,140 - $58,368

DISTINGUISHING FEATURES OF THE CLASS
The Information Technology Specialist II performs technical duties involving systems and procedures analysis.  the incumbent is responsible for system and procedures analysis, programming, providing team leadership and guidance, and the direction of the programming team responsible for the development of electronic data processing solution s which result from program analysis.  The incumbent works with the entire department's various computer systems and data base as well as with numerous third party information systems.  Responsibilities include communications between the Information Technology (IT) department and all other departments and users.  Assures completion of processes; finalizes specification and timeline and assists in the procurement process for new initiatives from and IT perspective.  Under general supervision, with attitude for independent actions or decisions, the duties involve supervision and analysis of assigned staff, systems and procedures, and their conversion into automated electronic data processing solutions.

RESPONSIBILITIES:        

  • Directs staff in surveying, evaluating and determines the feasibility of manual and automated procedures and systems, and prepares resultant recommendation and reports;
  • Directs and participates in the installation and programming modifications to systems software packages
  • Directs and participates in integration testing of new or revised systems
  • Identifies and directs the development of modifications and enhancements and prepares documentation of same;
  • Directs and participates in related library and procedural changes and documentation;
  • Assists in troubleshooting for software and hardware failures to identify and resolve errors;
  • Develops diagrams and specifications for manual an automated procedures, systems analysis, and programming work;
  • Writes, modifies, test and integrates complex programs into production environment;
  • Prepares written procedures and documentation for manual and automated systems;
  • Monitors and reports on development initiatives, follows-up and completes same;
  • Provides technical assistance to other IT related procurement and coordinates the development between IT Staff and end users;
  • Keeps abreast of all primary and ancillary IT Information systems;
  • Provides Ad hoc reporting;
  • Oversees maintenance of data and monitors for regulation of data inputs;
  • Oversees production of report materials and maintenance of data warehouse
  • Oversees and monitors user IT data systems training and determines effectiveness;
  • Responds to help calls and/or assigns personnel to respond;
  • Oversees the production and distribution of support materials and monitors use of IT data systems support materials for effectiveness
  • Identifies technical needs of users, provides design specifications to programmers to develop a solution for the need and tests solutions to address these needs;
  • Prepares and submits orders for appropriate software, forms and supplies;
  • Attends departmental meetings as required

Full Performance Knowledge, Skills, Abilities and Personal Characteristics 
  • Thorough knowledge of database management systems, structures and techniques
  • Thorough knowledge of computer hardware, software, networks, and peripheral equipment;
  • Thorough knowledge of IT System(s) capabilities and limitation and application or same;
  • Working knowledge of the current principles, practices, and methods of computer programming;
  • Working knowledge of the use and capabilities of business applications of computers;
  • Working knowledge of systems such as MS Office suite, Windows XP, Internet, Internet Explorer, Firefox, etc.
  • Ability to develop and support various systems applications as required by the departments;
  • Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet and databases at an acceptable rate of accuracy and speed;
  • Ability to analyze the database requirements of a variety of computer applications and to design appropriate relational database structures;
  • Ability to advise and train others in computer operation, software and database applications;
  • Ability to analyze and problem-solve computer user hardware and software problems;
  • Ability to learn new systems and technology;
  • Ability to understand and interpret complex oral and written instructions;
  • Ability to effectively communicate both orally and in writing;
  • Ability to establish and maintain good working relationships with others;
  • Self-starter with good organizational skills; supervision; tact; integrity;
  • Physical condition commensurate with the duties of the position.

 MINIMUM QUALIFICATIONS 

(A) Bachelor’s Degree from an accredited college or university in Computer Science or a closely related field and two years (2) of qualifying experience*;
Or
(B) Associates Degree from an accredited college, university or business/technical institute in Computer Science or a closely related field and four years (4) of qualifying experience*;
Or
(C) Completion of a program of instruction (minimum of 300 hours) in the Computer field at a commercial school registered by the New York State Department of Education or an out-of-state branch of that school and six years (6) of qualifying experience”;
Or
(D) An equivalent combination as defined within the limits of A, B and C.
   
QUALIFYING EXPERIENCE:

Must have been full-time experience in the field of systems analysis and programming, including but not limited to participation in such areas as the design and implementation of computer systems (including feasibility studies); the generation of system specifications and development of test data, systems testing, parallel testing pilot projects and post-installation follow-up. Programming experience is acceptable as qualifying if performed in conjunction with related analysis duties as described therein.  Applicants must also have experience in the development and support of .NET applications using ASP. NET. VB.NET, C#, VB, MS SQL, or a closely related field. Applicants must also have experience in VS 2003/2005, HTML, and JavaScript
 
SPECIAL REQUIREMENT:

Possession of a current NYS Driver’s License, which must be presented at time of appointment and maintained during employment.
 
Note:  Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
