DISTINGUISHING FEATURES OF THE CLASS

Reporting directly to the Buffalo School Superintendent or Chief Financial Officer, the Deputy Chief Financial Officer assists in leading, planning, organizing, directing and coordinating the school district’s financial, business, grant and budgeting services. Supervision is exercised over a division of professional, technical and clerical staff.

TYPICAL WORK ACTIVITIES
Leads, plans, organizes, directs and coordinates activities related to the grants, budget, federal programs and special projects Assists in leading, planning, organizing, directing and coordinating the financial and business functions of the District including accounting, auditing, and payroll ;Assists in the Development, preparation and administration of the annual district budget including monitoring and analyzing expenditures and revenues in accordance with local, state and federal laws, rules and policies;

  • works with the Buffalo Fiscal Stability Authority in conjunction with the District’s financial plan and year-to-date monitoring;
  • prepares long-range financial plans in conjunction with the Buffalo Fiscal Stability Authority plan and the District’s needs;
  • assists in the preparation of  monthly cash flow analysis along with various financial reports required by the State;
  • assists in the management of the fiscal activities and budget estimates for employee benefit costs in the District’s budget;
Assists in the review of existing policies and operations and develops new policies and operations to strengthen and enhance the financial activities of the District;
 
  • assists in the implementation new processes which will maximize State and Federal claims for aid along with recovery of underpayments;
Works closely with the Chief Operating Officer on the Joint Schools Construction Project;
Works with District staff on the financial aspects of contract negotiations;
Supervises and evaluates the performance of staff assigned;
Participates in and assists the Chief Financial Officer with the development of legislation relating to financial matters of the District;
Attends School Board meetings and advises and assists the Superintendent and/or Chief Financial Officer and the Board of Education on financial and related matters;
Assists in coordinating the Board’s Financial and Operations Committee;
Performs duties as required by the Superintendent or designee.
 
FULL PEFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
  • Thorough knowledge of the principles and methods of accounting, auditing, finance and cash management;
  • Thorough knowledge of principles and practices of financial management, budget preparation and expenditure controls;
  • Thorough knowledge of the techniques of internal checks and controls and reporting processes;
  • Good knowledge of federal, state and local laws, codes and regulations related to the District’s financial operations;
  • Good knowledge of computer system capabilities applicable to a wide variety of financial and reporting operations;
  • Administrative supervision;
  • Ability to plan, organize and direct complex financial operations involving coordination of efforts of multiple units;
  • Ability to prepare and analyze complex financial and accounting reports;
  • Ability to communicate effectively both orally and in writing;
  • Ability to establish and maintain effective relationships with District administrators, elected officials, public and private agencies, union officials and employees;
  • Confidentiality; initiative; resourcefulness; integrity;
  • Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

  1.  Master’s Degree from an accredited college or university in Business Administration, Accounting or a closely related field and four years of full-time administrative and direct supervisory experience in general business accounting or financial operations;
            OR
 
  1.  Bachelor’s Degree from an accredited college or university in Business Administration, Accounting or a closely related field and six years of full-time administrative and direct supervisory experience in general business accounting or financial operations;
 
SPECIAL REQUIREMENT
Applicants
must possess a current Certified Public Accountant’s License that must be presented at time of appointment and maintained during employment.
 

Note
  • Required experience does not include account-keeping, bookkeeping or other clerical financial/recordkeeping activities.
  • Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
  • Proof of education and CPA License must be presented at time of appointment.
