POSITION: Management Analyst - Provisional
SALARY: $49,252 -$ 59,212

DISTINGUISHING FEATURES OF THE CLASS
A position in this class involves a degree of analytical judgment in the collection, evaluation and establishment of data for management information systems. Incumbents perform a variety of management studies in order to recommend improvements and devise means for implementation of greater efficiency within city government. They have a wide degree of latitude for the exercise of independent judgment in the field of data collection, systems and study design and recommending policy and procedural changes. Supervision may be exercised over clerical staff.
TYPICAL WORK ACTIVITIES
- Develops systems for the collection and evaluation of management information data.
- collects and evaluates data;
- disseminates information to department heads;
- Evaluates staffing levels in terms of actual and anticipated work loads;
- studies department methods, procedures and organization aiming toward identifying means for improved efficiency and effectiveness.
- Develops systems for reviewing productivity and setting performance standards;
- assists in the design and formulation of management studies and surveys;
- Confers with department head concerning the implementation of changes in operating procedures;
- Monitors systems fiscal expenditures including overtime lines and work schedules, contract costs and purchases;
- Assists in the preparation and monitoring of the annual budget;
- Prepares reports on findings and justifies recommendations for review by supervisor;
- Performs related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
- Good knowledge of the operation of municipal government;
- Good knowledge of the principles, purposes and techniques involved in conducting surveys and research studies;
- Ability to conduct audits and investigations;
- Ability to collect, analyze and evaluate data in both qualitative and quantitative techniques;
- Ability to conduct on-site interviews;
- Ability to present data, reports and comments clearly and concisely both orally and in writing;
- Ability to operate a personal computer in the use of application programs;
- Ability to get along well with others;
- Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotional
Continuous and permanent status in any city department as an Assistant Management Analyst for one year.
Open Competitive:
- Bachelors Degree from an accredited college or university and three years of full-time responsibleexperience in the field of public or business administration or a closely related field where experience includes work or research in management or operating procedures (see typical work activities);
OR
- Associates Degree from an accredited college, university, business or technical institute and five years of full-time responsible experience in the field of public or business administration or a closely related field where experience includes work or research in management or operating procedures (see typical work activities);
OR
- An equivalent combination as defined within the limits of (A) and (B).
