SALARY:         $49,252 - $59,212

DISTINGUISHING FEATURES OF THE CLASS

An incumbent to a position in this class conducts the purchasing of a wide range of materials, supplies, equipment or services for various departments, divisions or agencies.  S/he is responsible for procuring a good quality of merchandise, as economically as possible and in accordance with the specifications submitted.  This is a position of trust, permitting latitude for the exercise of discretion and independent judgment.  The procedures followed are routine, and detailed instructions are received only for unusual problems.  Immediate supervision is received from the department head or a designee and supervision may be exercised over clerical personnel. 
 
TYPICAL WORK ACTIVITIES

 
  • Examines requisitions and writes them into specifications for invitations for informal bids;
  • Receives and analyzes bids and awards orders in the purchasing of materials, supplies, equipment or services;
  • Interviews salespersons and obtains prices;
  • Places orders and expedites delivery;
  • Maintains liaison with sellers and contractors;
  • Maintains necessary vendors' lists, price lists and other reports and data;
  • Keeps abreast of market prices, new materials and supplies;
  • Conducts correspondence and may supervise the preparation of necessary reports;
  • Confers with department or division heads pertaining to their orders.
  • Performs related work as required.
 
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS

 
  • Thorough knowledge of purchasing and matters relating to the purchasing process;
    • -methods for determining quality and grade of purchased items;
    • -knowledge of markets, trade conditions and methods;
    • -methods used in large scale purchasing;
  • Ability to prepare specifications and contracts;
  • Basic knowledge of the principles of accounting;
  • Working knowledge of office terminology, routines and procedures;
  • Ability to understand and interpret textual and tabular material;
  • Ability to establish and maintain effective working relationships with city departments, vendors, contractors, etc.;
  • Firmness with courtesy;
  • Physical condition commensurate with the duties of the position.
 
MINIMUM QUALIFICATIONS
 
Promotional
 
(A)    Continuous and permanent status in any city department as a Junior Buyer;

OR

(B)  Continuous and permanent status in any city department as an Assistant Supervisor of Fixed Assets Inventory, Assistant to the Commissioner of General Services, Associate Account Clerk,  Contract and Specifications Clerk, Principal Inventory Control Clerk and Supervisor of Inventory  for ONE YEAR.
 
In addition, applicants qualifying under (B) must meet one of the following requirements:

(A)    Bachelor’s Degree from an accredited college or university and ONE YEAR of full time experience in the large scale purchasing of a variety of commodities;

OR

(B)    Associates Degree from an accredited college, university or business institute and THREE YEARS of full time experience in the large scale purchasing of a variety of commodities;

OR

(C)    an equivalent combination as defined within the limits of A and B.
 

OPEN COMPETITIVE

(A)    Bachelor’s Degree from an accredited college or university and ONE YEAR of full time experience in the large scale purchasing of a variety of commodities;

OR

(B)    Associates Degree from an accredited college, university or business institute and THREE YEARS of full time experience in the large scale purchasing of a variety of commodities;

OR

(C)    An equivalent combination as defined within the limits of A AND B.
 
"Large scale purchasing of a variety of commodities" is defined as (materials, supplies, equipment, services) including preparing purchasing documents (bid specifications and related shipping and pricing documents), contacting suppliers to obtain price quotations, descriptions and availability of goods,  the expediting of shipments and the actual purchasing of goods and services (placing orders with vendors)
NOTE: Related clerical, accounting and bookkeeping duties and responsibilities are not deemed to be purchasing experience.
 
NOTE:    Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
