POSITION:     Principal Stock Clerk – Provisional

SALARY:       $39,284 - $44,910

LOCATION:   Service Center, Supply Department 105 Bailey Ave NY 14220

 

DISTINGUISHING FEATURES OF THE CLASS

The Principal Stock Clerk oversees the work of a staff of employees in all phases of the receipt, storage and issuance of materials and supplies.  The incumbent is responsible for ensuring that standards and procedures are followed for all aspects of inventory control.  The incumbent communicates with both suppliers and users on the scheduling and delivery of materials and supplies.  The incumbent ensures that the warehouse areas are maintained according to standards of safety, security and efficiency in the storage and handling of material and supplies.  Immediate supervision is received from the Supervisor of the Service Center.  Supervision is exercised over personnel assigned.

 

TYPICAL WORK ACTIVITIES

  • Supervises a staff in the receipt, storage and identification of materials and supplies;
  • Supervises the receipt of all incoming shipments, identifies the goods received against the accompanying invoices and requisitions;
  • Issues report upon the receipt of incorrect or damaged goods and arranges for the appropriate salvage and/or adjustments of accounts;
  • Plans layout of storage areas for maximum utilization of space and safety of both employees and goods in storage areas and moving the goods;
  • Assigns work to subordinate staff so that all sections are adequately covered;
  • Supervises the issuance and disbursement of all supplies upon receipt of orders;
  • May inspect outgoing shipments to ensure accuracy in filling orders, adherence to procedures for processing orders and the proper packaging, labeling and loading techniques;
  • Determines that supplies are boxed and properly identified with the name of the particular program;
  • Supervises the loading and unloading of trucks, scheduling of truck routes and hiring of commercial trucking when necessary;
  • Investigates complaints from users regarding the quantity and quality of goods by discussing problems with users and staff;
  • Discusses with users or superiors substitutions for items not regularly available;
  • Supervises the process of physical inventory control;
  • Maintains or supervises the maintenance of stock control procedures;
  • Supervises and directs the maintenance of inventory records;
  • Supervises the physical inventory of supplies and materials;
  • Supervises the maintenance and security of the supply area;
  • Maintains necessary records and files periodic reports;
  • Maintains daily records of staff employee’s attendance and punctuality;
  • Initiates purchase requests a necessary;
  • Performs related duties as required

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

  • Good knowledge of the accepted practices and procedures for the receipt, storage and issuance of goods;
  • Working knowledge of the principles and practices of supervision;
  • Working knowledge of the stores program and objectives at a facility;
  • Working knowledge of inventory procedures;
  • Working knowledge of warehousing operations;
  • Ability to keep accurate inventory records and prepare numeric and narrative reports;
  • Ability to understand and carry out written and oral instructions;
  • Ability to locate items by using a variety of supply catalogs;
  • Ability to bend, lift, climb, stand and walk for long periods of time;
  • Ability to perform moderately heavy manual work;
  • Physical condition commensurate with the duties of the position.

 

MINIMUM QUALIFICATIONS

 

Promotional

Continuous and permanent status in any city department as a Senior Stock Clerk or Senior Inventory Clerk for one year.

 

Open Competitive

(A)  Associate’s Degree from an accredited college or university and three years of full-time experience in office or warehouse work involving the receipt, storage and issuance of materials including the maintenance of stock records;

OR

(B)  Graduation from High School, GED or Equivalency Diploma and five years of full-time experience in office or warehouse work involving the receipt, storage and issuance of materials including the maintenance of stock records;

OR

(C)  an equivalent combination as defined within the limits of A and B
