MINIMUM QUALIFICATIONS:
 
(1) Graduation from an accredited college with a Bachelor’s degree and six (6) years of full time paid experience in an administrative, executive or consultative capacity in the field of human resources, personnel management, or as a principal executive officer in a government agency or business;
 
                                                                                                       OR


(2) Acceptable New York State Education Department Certification in Educational Administration (School Administrator/Supervisor or School District Administrator) with a minimum of five (5) years of full time educational administration experience.  Must have background and experience in the area of human resources or personnel management;

(3) A satisfactory equivalent combination of education and experience; however, all candidates must have a Bachelor’s degree and demonstrated evidence of the ability to successfully organize, direct and administer a comprehensive personnel program as delineated in the performance responsibilities set forth above.

Must demonstrate track record of successfully managing multiple initiatives at the same time and demonstrate the ability to influence various levels within the organization to achieve strategic objectives and compliance.
 
Experience managing in a unionized environment preferred


Essential Functions
  • Oversees HR direct reports who administer a wide variety of personnel policies, processes and employment agreements (e.g. recruitment, selection, hiring, orientation, staffing, employee relations, labor relations, workers' compensation, wages and salaries, compensation schedule, leave of absences, etc.) for the purpose of conforming to District policies, relevant laws, contracts and agreements.
  • Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, etc.) for the purpose of implementing and/or maintaining services and programs, ensuring the department’s services meet the needs of stakeholders.
  • Consults and advises top administrators on a wide variety of sensitive personnel issues (e.g. discipline, hiring, promotions, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.
  • No less than annually, reviews the effectiveness of the Districts recruitment and retention programs, revises strategy as needed and directs the Director of Employment Services accordingly.
  • Directs department operations, the maintenance of services and the implementation of new programs and/or processes for the purpose of providing services including established timeframes and in compliance with related requirements achieving organizational objectives, and ensuring compliance with legal, financial and District requirements.
  • Facilitates meetings, workshops, seminars, etc. (e.g. personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, inter-district needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
  • Personally investigates grievances and/or complaints from employees against any high ranking executive in the district or HR Department personnel (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that provide a compliant healthy work environment.
  • Serves as a consultant to the District Superintendent for all human capital initiatives such as forced ranking, succession planning, restructuring, etc.
  • Monitors district staffing budgets, departmental budget allocations, expenditures and related financial activities for the purpose of ensuring that allocations for position control are accurate, expenses are within budget limits and/or fiscal practices are followed.
  • Participates in collective bargaining processes for the purpose of assisting district negotiation of labor agreements.
  • Regularly reviews direct reports and entire HR team (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
  • Recommends policies, procedures and/or actions to the Superintendent for the purpose of providing direction for meeting the district’s goals and objectives.
  • Researches information required to manage assignments including reviewing relevant policies, current practices, staffing requirements, financial resources, etc. for the purpose of developing new programs/services; ensuring compliance with legislative requirements; securing general information for planning; and/or responding to requests.
  • Responds to written and verbal inquiries from a variety of internal and external sources

Skills, Knowledge and Abilities

 
  • SKILLS: Required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include:
    • Proficiency in Excel, WORD, Access, Outlook and the internet
    • Proficient creating and reviewing budgets and reviewing financial information; developing effective working relationships; administering personnel policies and procedures; analyzing; effective listening; facilitating meetings; interpersonal aptitude; leadership; managing staff/performance; monitoring activities; and personnel administration.
       
  • KNOWLEDGE: Required to review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions.
     
  • Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: personnel processes; Civil Service Law, Taylor Law, all state and federal employment laws, including the Affordable Care Act, pertinent codes, policies, regulations and/or laws; English grammar/punctuation/ spelling/vocabulary; office equipment/software; and office practices.
     
  • ABILITY:  is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. 
     
  • Ability is also required to work with a significant diversity of individuals and/or groups; counsel administrators dealing with culture specific challenges, work with data of widely varied types and/or purposes; and utilize a variety of types of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: quick and accurate decision making; communicating with diverse groups; meeting deadlines and schedules; working with detailed information; working as part of a team; working with multiple projects; dealing with frequent interruptions and changing priorities; maintaining confidentiality; and facilitating communication between persons with frequently divergent positions.

Appointment will be made by the Superintendent following assessment of training, experience, credentials and evaluation of service.  Personal interviews shall be scheduled where appropriate.
