OVERVIEW:

Buffalo Public Schools (BPS) has begun a period of change that seeks to transform the district and its schools. A significant level of local, state, and federal attention and investment in the Buffalo Public Schools has characterized the last few years providing an incredible opportunity to ensure that all of its students graduate prepared to succeed in college or a well-paying career.

Under the leadership of Superintendent Kriner Cash, the Buffalo Public Schools has entered into the Education Bargain with Students and Parents. Currently, the Buffalo Public Schools is seeking highly competent, motivated, dedicated and fully engaged individuals to accept leadership roles throughout the District’s 59 schools and Central Office to serve the academic, emotional and physical needs of approximately 34,000 students through the essential elements of the Education Bargain. The Superintendent is leading a talented and committed leadership team with the aim of moving BPS toward world class status and preparing all students for success.


DISTINGUISHING FEATURES OF THE CLASS
An incumbent to a position in this class is responsible for coordinating and administering a benefits program to employees and retirees, as well as supervising the Risk Management function. He/she must be knowledgeable concerning the provisions of labor contracts in relation to employee fringe benefits and other terms and conditions of employment. The Benefits Manager is in frequent oral and written communication with employees and must often clarify complex situations concerning the availability and applicability of various kinds of employee benefits. Immediate supervision is received from administrators in charge of the benefits program. Incumbents train and supervise personnel assigned.


TYPICAL WORK ACTIVITIES

-Manages employee benefits programs including group health benefits, workers compensation, unemployment insurance, retirement program and related employee benefits;
-Oversees the preparation of all claim payments;
-Ensures compliance with New York State and Federal regulations associated with health and benefits programs;
-Assists the negotiating team in matters pertaining to employee health and benefits programs;
-Assists in analyzing bids for employee health benefits and participates in recommending the selection of insurance brokers and carriers, third party administrators and other benefits consultants;
-Performs research resulting in the enhancement of insurance protection;
-Assists in negotiating annual contracts with insurance carriers and monitors compliance with contracts;
-Compiles and analyzes data concerning previous determinations on workers’ compensation, employee benefits and related programs;
-Develops policies and makes recommendations for implementation on same;
-Coordinates orientation program for new and current employees, advising them of employment fringe benefits and other terms, and personnel policies and procedures;
-Determines benefit eligibility date;
-Reviews and processes all enrollment applications;
-Counsels employees, dependents and beneficiaries relative to insurance plans and other benefits;
-Maintains employee records concerning health insurance selection, type of policy, eligibility, termination date, etc,;

-Initiates and processes changes as required;
-Conducts open enrollment annually offering employees the option to change medical insurance carriers;
-Provides for employee group insurance claims assistance and referral;
-Counsels employees prior to retirement to determine eligibility for benefits from the NYS
Employees Retirement System, Social Security, etc.;

  • Assists potential retirees with purchasing and receiving credit for prior service time;
  • Maintains updated list of retirees and processes changes in medical insurance coverage due to death, marriage or Medicare eligibility;
  • Maintains communication with NYS Retirement System officials, medical insurance representatives and city officials;

Oversees the Workers’ Compensation Program including investigations of work-related injuries and evaluations of workplace safety conditions;

  • Represents the Department in claims settlements;

Maintains statistical data on unemployment claims and appeals;

  • Represents the Department at Appeals Board hearings;

Performs related duties as required.


FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of labor contracts negotiations and administration, pertaining to employee fringe benefits;
Good knowledge of the principles and practices involved in employee counseling;
Good knowledge of the principles and practices involved in benefits administration;
Ability to analyze and recommend reasonable options for solutions for contract negotiations and grievance arbitrations regarding benefits programs;
Ability to understand and interpret rules and regulations relative to retirement system and options;
Ability to coordinate and implement a system for employee retirement, health insurance programs, unemployment and workers’ compensation programs;
Ability to supervise the work of others;
Ability to research and compile data;
Ability to express oneself clearly both orally and in writing;
Ability to maintain a high degree of confidentiality;
Ability to get along well with others;
Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

Promotional

Continuous and permanent status in any city department as an Assistant Benefits Manager for one year.

Open Competitive

  1. Masters Degree from an accredited college or university in Personnel Administration, Public Administration or Labor Relations and two years of experience in
    benefits administration;

    OR

    B. Bachelors Degree from an accredited college or university in Human Resources Management, Business Administration or a closely related field and four years of full
    time experience in personnel administration, benefits administration or labor relations;

    OR

    C. an equivalent combination as defined within the limits of A, B and C.

    NOTE: Verifiable part-time experience will be pro-rated to meet full time experience requirements.

APPOINTMENT: Appointments are subject to the review of the Board of Education upon the recommendation of the Superintendent following the approval of the City of Buffalo Civil Service Division. Personal interviews shall be scheduled where appropriate.
