POSITION:                DIRECTOR OF EMPLOYMENT SERVICES - EXEMPT
 
SALARY:                  BY CONTRACTUAL AGREEMENT, INCLUDES A COMPETITIVE BENEFITS PACKAGE AND MEMBERSHIP IN THE NEW YORK STATE RETIREMENT SYSTEM
 
 
OVERVIEW:

Buffalo Public Schools (BPS) has begun a period of change that seeks to transform the district and its schools. With the appointment of Interim Superintendent Donald A. Ogilvie and a significant level of local, state, and federal attention and investment, Buffalo has an incredible opportunity to ensure that all of its students graduate prepared to succeed in college or a well-paying career.
 
Currently, BPS employs 7,000 faculty and staff members and has 58 schools serving approximately 34,000 students.  Interim Superintendent Donald A. Ogilvie is building a talented and committed leadership team to partner with her in moving BPS towards the ambitious goal of preparing all students for success.
 
 

Distinguishing Features of the Class

This position oversees employment related duties for the City of Buffalo School District, for both instructional and non-instructional employees, including but not limited to recruitment, job posting, developing and updating job descriptions, certifications, hiring of substitute employees, tenure, relocation of positions, administration of personnel records.  The incumbent ensures that the employment process is efficient, effective and customer-oriented and is administered in accordance with applicable laws and contracts.  S/he is responsible for ensuring that the diversity and EEO objectives of the School District are reflected in all employment activities.  The incumbent also assists in administering employee disciplinary actions and serves as a resource to all levels of administration within the District.  Work is performed with a high degree of confidentiality and independent judgment.  The incumbent receives broad direction from the District’s Deputy Director of Human Resources and exercises supervision over personnel assigned.
 
Typical Work Activities
Manages, guides and directs activities of staff who are responsible for executing recruitment and hiring for the District for all Civil Service personnel, Administrative (exempt) and Instructional employees;
  • develops and implements recruitment plans and programs in response to short and long term employment needs;
Ensures that positions are requisitioned and posted internally according to contractual obligations and externally to meet candidate flow and EEO guidelines;
  • assures that resumes are reviewed and processed appropriately, interviews are scheduled and employment offers are made, and that applicants receive proper direction and guidance all in a timely manner;
  • researches eligibility, seniority, references, credentials, certifications, as needed;
Facilitates new hire process, including benefits enrollment and orientation;
Develops and maintains working relationships with bargaining units, District Administrators, and other outside agencies such as recruitment firms/personnel agencies;
Advises District Administrators and others on the procedures for filling vacancies;
Manages all relocation support activity;
Troubleshoots organizational problems and brings resolution to same;
Ensures the delivery of effective and efficient Human Resources services to the organizations;
Develops and implements a succession planning process;
Performs related duties as required.

Thorough knowledge of recruitment approaches and methodologies;
Thorough knowledge of federal and state employment laws, Civil Service laws and local rules, and District contractual bargaining agreements;
Good knowledge of interviewing and selection procedures;
Ability to review, assess and develop work processes and procedures to optimize resources and improve customer service;
Ability to develop and maintain good working relationships;
Ability to communicate effectively both orally and in writing;
Ability to understand and use technology to support work processes;
Ability to plan and manage the work of staff;
Confidentiality; discretion; tact;
Physical condition commensurate with the demands of the position.
 
Minimum Qualifications
 
Master’s or Bachelor’s Degree from an accredited college or university and three years of full-time management experience in the field of Human Resources, including recruitment, hiring and termination, administration of personnel records, supervising personnel.
 
Note:  Verifiable part-time experience will be pro-rated to meet full-time
experience requirements.
Proof of education must be presented at time of appointment.
