POSITION:                  CLAIMS AUDITOR - EXEMPT

DISTINGUISHING FEATURES OF THE CLASS

In accordance with Section 2554.2(a) of the NYS Education Law and Board Policy #5574, the Claims Auditor has the sole responsibility for audit and approval of all claims submitted to the District (except for contracted wages and debt service).  The incumbent must file a written report of audit findings to the Board of Education on a monthly basis, or upon request from the Board, and in accordance with a specified reporting format.  S/he works independent of all other business functions of the District and reports directly to the elected members of the Boar of Education.  The Claims Auditor must be bonded.  Supervision is exercised over assigned personnel.
 

TYPICAL WORK ACTIVITIES

The Claims auditor carries out duties described in Section 2554.2(a) of the NYS Education Law as follows:
  • Prepares a schedule of claims that includes the name of claimant, the amount allowed, and the fund function and object account codes to be charged;
  • Determines the validity and legality of the proposed payment;
  • Verifies charges, assuring that no other payments have been made;
  • Reviews and verifies that the claims voucher and purchase order are in agreement (if used for the claim);
  • Assures receipt of goods/services in accordance with the original request;
  • Calculates for accuracy, any and all applicable price discounts;
  • Checks on State sales tax;
  • Verifies that requests and claims for goods, services, personnel travel and attendance at intended destinations (conferences/conventions, etc.) were approved by proper authority and that claims are properly documented;
  • Reviews for accuracy all mathematical computations on claims;
  • Performs any and all other duties as required by the Board.
 
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of governmental accounting/auditing principles, practices and systems;
Thorough knowledge of the organization, functions, laws, policies and regulations involving accounting/auditing procedures and practices for the District;
Good knowledge of the techniques of performing internal audits and monitoring checks and controls;
Good knowledge of the District’s purchasing policies and procedures for goods and services;
Ability to understand and interpret State Bid Law, laws governing quotations and the RFP process;
Ability to plan and supervise the operation and activities of a unit of government;
Ability to utilize an automated accounting/auditing system;
Ability to be Bonded;
Ability to secure and maintain the cooperation of others;
Confidentiality, initiative; resourcefulness;


MINIMUM QUALIFICATIONS

 (A)  Masters Degree from an accredited college or university in Business Administration (Accounting, Economics, Finance, Marketing or Management) and three years of full time Accounting/Auditing experience including overseeing a RFP, bid or similar process resulting in the review of large dollar purchases;

OR

(B)    Bachelors Degree from an accredited college or university in Business Administration (Accounting, Economics, Finance, Marketing or Management) and five years of full time Accounting/Auditing experience including overseeing a RFP, bid or similar process resulting in the review of large dollar purchases;

OR

(C)    Associates Degree from an accredited college or university in Business Administration (Accounting, Economics, Finance, Marketing or Management) and seven years of full time Accounting/Auditing experience including overseeing a RFP, bid or similar process resulting in the review of large dollar purchases;
 
SPECIAL REQUIREMENT
Applicants must be fully Bonded within 6 months of appointment.
 
Note:  Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
 
ACCOUNTING EXPERIENCE is defined as the art or system of keeping financial records.  It is the recording, classifying, verifying and reporting financial data and presenting an analysis or interpretation of their significance.  It includes the preparation of financial statements and schedules.
 
AUDITING EXPERIENCE is defined as the art of confirming financial statements or documenting the veracity of financial data.  It includes a critical review of financial records and documents and an appraisal of fiscal procedures and operations.
 
Examples of ACCEPTABLE experience would be a full charge bookkeeper who is responsible for a full set of financial records including general ledger and all subsidiaries, Junior Accountant/Auditor and similar positions.
 
Examples of UNACCEPTABLE experience are account clerical experience and experience limited to posting, maintaining, examining or preparing one or more of the following: voucher register, sales register, cashbook, insurance register, accounts-receivable ledger, accounts payable ledger, any other special journal or subsidiary ledger or experience preparing income tax returns.

APPOINTMENT:   Appointments are subject to the review of the Board of Education upon the recommendation of the Superintendent following the approval of the City of Buffalo Civil Service Division. Personal interviews shall be scheduled where appropriate.
