Distinguishing Features of the Class

The Executive Director of Safety and Security directs, plans, organizes, provides leadership and governance to District-wide Security Officers and the Supervisor of Security.  They are responsible for the creation and compliance of all Building Level Emergency Response Plans in accordance with the New York State SAVE legislation.  The incumbent performs duties in the field and office environment, at school campuses or other facilities.  S/he will incur routine local travel and is required to be on-call after normal business hours as required, with occasional overnight travel.  Under direction of the Chief Operations Officer, the incumbent works independently performing complicated and non-standard assignments, using considerable leeway in determining priorities and independent decision-making to accomplish duties and assignments within deadlines.  Supervision is exercised over personnel assigned.

 

Typical Work Activities

 

  • Direct and supervise all Security Officers and Supervisor for the Buffalo Public Schools.
  • Design all professional development for Safety Officers which may include Multi-Agency collaboration with local, state and federal law enforcement entities. 
  • Create a Data Base and integration of technology to assist with Data Driven Action Plans for the reduction of gang activity and student disturbances in and out of school.
  • Assist schools in developing their Building Level Emergency Response Plans;
    • Designs, evaluates and modifies emergency management policies and procedures to ensure that programs will perform effectively in an emergency and in compliance with legal requirements;
  • Creates and supports a district-wide School Safety Team consisting of teachers, administrators, Board of Education members, parents, students, and school safety personnel;
    • Establishes a program to provide and document the training of staff and students to increase awareness and preparedness concerning responses to hazardous situations;
  • Responds to and directs district personnel in anticipation of and during emergency situations;
  • Functions as a liaison between the district and law enforcement officials, fire and rescue personnel, and civil defense personnel;
  • Establishes a central repository where current copies of all individual Building Level Emergency Response Plans are maintained; 
  • Develops a schedule and plan for conducting tabletop exercises annually.
  • Conducts a hazards analysis and vulnerability assessment and establishes procedures to update this assessment on an annual basis;
  • Develops and maintains a comprehensive inventory of all available emergency resources;
  • Establishes formal agreements and procedures for coordinating the district-wide Safety Plan with other agencies;
  • Develops and maintains liaisons with city and county departments, and similar entities to facilitate plan development, response effort coordination, and exchange of personnel and equipment;
  • Advises School Board, Superintendent and Cabinet on all district-wide safety issues and concerns;
  • Performs related duties as required.

 

Full Performance, Knowledge, Skills, Abilities and Personal Characteristics

 

·         Thorough Knowledge of School Safety and Security procedures along with Data collection of incidents for modifying behavior of students in need of services.

·         Excellent communication skills with all stakeholders and multi-agency partnerships.

·         Thorough knowledge of all aspects of emergency planning, including the four phases of a crisis: mitigation and prevention, preparedness, response and recovery.

·         Ability to understand and interpret local, state and federal rules, regulations and laws related to emergency planning;

·         Ability to communicate effectively both orally and in writing;

·         Ability to prepare and deliver detailed presentations to a variety of groups;

·         Ability to develop, process, and maintain all required records, reports, and related information;

·         Ability to develop and maintain effective working relationships with supervisor, school officials, parents, students, agencies and the general public; 

·         Ability to use independent judgment and discretion in directing and managing scope of authority; 

·         Ability to perform duties under stressful conditions and adverse environmental/weather conditions;

·         Physical condition commensurate with the demands of the position.

 

Minimum Qualifications

 

(A)  Bachelor’s Degree from an accredited college or university and Five years of full-time school Safety and Security experiance in an urban setting.

 

                                OR

 

(B)  Associate’s Degree from an accredited college or university and Eight years of full-time school Safety and Security experiance in an urban setting.

 

                                OR

 

(C)  Graduation from High School, GED or equivalency diploma and Fifteen years of full-time school Safety and Security experiance in an urban setting.

 

                                OR

 

      (D) An equivalent combination of training and experience as defined within the limits of A, B

and C.

 

 

NOTE:  Verifiable part-time experience will be pro-rated to meet full-time experience requirements.  

              (Proof of education must be presented at time of appointment.)
