QUALIFICATIONS:
Candidates must have a Master’s degree, and a New York State School District Administrator (SDA), or School District Leader (SDL) certificate by the time of appointment, with 5-8 years of management experience.
It is required that candidates must attach a PDF or screen shot of their certifications. Preference will be given to individuals that have extensive experience in educational accountability, research, and training or experience in statistics, data analysis and reporting. In addition, candidates with prior administrative experience in an urban school district with a large racially and economically diverse population are preferred.

POSITION:
The Chief Accountability Officer provides leadership and strategic direction for accountability planning, implementation of performance measurement and reporting practices for the district. The Chief Accountability Officer will be responsible for leading student and program research, performance measurement and reporting practices for all parts of the district to support timely and reliable monitoring of district, departmental and school-based accountability, assessment and evaluation research.

The Chief Accountability Officer provides advisement to the Superintendent, Board of Education, and district staff on local, state and federal accountability matters. This position also leads student assessment activities as well as Teacher and Principal APPR activities, and ensures district practices remain in compliance with board, state and federal policies and provides project oversight for critical projects and maintains relationships with local, national and state agencies.

The Chief Accountability Officer will be responsible for analyzing all district data, including assessment data for national, state and district assessment programs and prepares that data for release to the public.

RESPONSIBILITIES:

Specifically, the Chief Accountability Officer will be responsible for the following:

 

  • Knowledge of state reporting process, systems, and policies, particularly as it relates to the NYSED portal and reporting processes.
  • In-depth knowledge of Infinite Campus and back-front end processes that are necessary to ensure accurate data collection and reporting.
  • Significant statistical data analysis experience (minimally, advanced with Excel and SPSS).
  • Knowledge of the NYSED SIRS and how to report/verify data as well as how to coordinate/validate the reporting at the district/school level (L0/WNYRIC Data Warehouse/L2RPT, for example).
  • Deep understanding of how to develop, implement and revise data management systems for a variety of purposes.
  • Comfortable with technology platforms; able to evaluate the effectiveness of different platforms and systems solutions to meet the district’s accountability needs.
  • Analytical approach to information management; able to review, understand and interpret student achievement and other kinds of data for various audiences.
  • Commitment to the importance of using assessment data to measure student progress on district academic and career-ready goals.
  • Able to create and manage data dashboards, progress reports, and other user-friendly spreadsheets and documents that provide quality information on assessment results to various internal stakeholders.
  • Enforce a commitment to the highest level of accuracy and integrity for all data collected and reported.
  • Communicate effectively, tailoring message for the audience, context, and mode of communication.
  • Builds positive relationships and coalitions. Maintains visibility and work collaboratively with diverse stakeholders at all levels (i.e. district staff, students, families, communities, advocacy groups, etc.).
  • Monitor the progress of school performance, student achievement objectives and academic excellence indicators to assure alignment of improvement strategies; direct implementation of revised or new strategies and key standards, assessments are aligned with the district’s curriculum and instructional strategies and to ensure the appropriate resources and support needed for data-driven instruction by teachers, principals, and other staff.
  • Partner closely with the Chief Academic Officer, Chiefs of School Leadership, and principals/school teams to ensure that assessments are aligned with the district’s curriculum and instructional strategies and to ensure the appropriate resources and support needed for data-driven instruction by teachers, principals, and other staff.
  • Direct the research and evaluation plans for state and federal accountability regulations, special programs and compliance with district initiatives.
  • Direct the state submission and analysis of data collected through assessment and research programs, ensuring the district meets all of its federal, state, and local accountability requirements; enforce a commitment to the highest integrity for all data collected and reported.
  • Meet with school administrators to educate, advise and provide research on accountability issues and to provide information on new regulations.
  • Provides data analysis and reporting, designs data-collections strategies; collects and/or assembles data; designs basic information services to facilitate the analysis of data; identifies and applies appropriate statistical analysis; produces graphical, tabular and narrative summaries of data and statistical analysis; writes reports and executive summaries of findings.
  • Direct the preparation and administration of all state and district assessments.
  • Direct the development of accountability reports for school, District, state and federal levels and present reports to schools, District and state individuals. Serves as the primary liaison to the New York State Department of Education regarding Buffalo Public Schools accountability matters.
  • Convey accountability and research results to the public through meetings, presentations, reports, and School Board Meetings, etc.
  • Serves as the key voice for the effective use of data in district-wide decision-making practices, assisting with the development of district strategic planning.
  • Provides overall leadership and supervision of the District’s Annual Professional Performance Review (APPR) system for teachers and administrators according to State rules/regulations.
  • Provides overall leadership and supervision of the NYSED School and District Review process.
  • Administer and monitor the Assessment and Research budget.
  • Serve on the Superintendent's Leadership Team.
  • Perform other duties as assigned by the Superintendent.
