DISTINGUISHING FEATURES OF THE CLASS

The Principal Accountant performs professional accounting work of a high degree of difficulty and responsibility, requiring considerable independent judgment in the application of accounting principles and practices.  The incumbent prepares highly complex and involved financial statements and statistical reports.  Work is performed under the general supervision of a higher ranking official with whom difficult problems and plans are discussed.  Incumbents exercise a great deal of latitude when formulating and implementing operating procedures for all city departments.  The complexities and responsibilities of positions in this class are comparable to the class of Principal Auditor.  Supervision is exercised over all employees in the assigned to the unit.

 

TYPICAL WORK ACTIVITIES

  • Acts as a technical supervisor to the accounting staff;
    • -supervises the preparation of financial reports, bond records and highly complex and involved statements;
  • Designs new and revises existing accounting procedures and forms;
    • -advises accounting units in all departments of the required regulations and procedures;
    • -answers inquiries of departments as to said procedures, regulations, accounts and funds;
  • Reviews all financial statements before filing with the proper authorities, including the Common Council, Housing Authority Board of Commissioners;
  • Assists in the preparation of payroll tax reports, reconciliation, deposit of funds and transmittal of payment;
  • Assists in the reconciliation, billing of other agencies and payment of the annual retirement bill;
  • Processes division's request for equipment, supplies, maintenance contracts and repairs;
  • Audits all division orders and vouchers before transmittal as well as general city items such as hospitalization, dental, contracts with outside organizations, postage, checks and forms;
  • Operates personal computer, data terminals and printers for reviewing financial statements and reports;
  • Reviews council proceedings for all matters pertaining to fiscal affairs and related matters;
  • Prepares or assists in the preparation of the annual report;
  • Assists in the preparation of the division's budget, revenues, appropriations and resource estimates and secures allocations of fund transfers when necessary;
  • Maintains records of liens and levies and follows through with Law Department;
  • Completes state voucher forms to secure revenues such as arterial maintenance;
  • Makes investments of excess cash balances for the City, Board of Education, Housing Authority or Buffalo Sewer Authority in the absence of the Investment and Debt Officer or Director of Administration & Finance;
  • Conducts all correspondence on fiscal matters;
  • Performs related work as required.
 
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 
  • Comprehensive knowledge of the principles and methods of governmental accounting and auditing;
  • Thorough knowledge of the function, organization and financial practices of municipal government;
  • Good knowledge of budgetary principles;
  • Ability to plan and supervise the operation and activities of a unit of government;
  • Ability to understand and interpret written and statistical material;
  • Ability to be trained in the operation of personal computers, data terminals, printers and CRT terminals;
  • Ability to secure and maintain the cooperation of colleagues, other departments and governmental agencies;
  • Initiative, resourcefulness, favorable address; 
  • Physical condition commensurate with the demands of the position.
 
MINIMUM QUALIFICATIONS
 
Promotional

Continuous and permanent status in any city department in one of the following:

             A.     Supervising Auditor, Supervising Accountant or Accounting Analyst for one year;

OR

 
  1. Associate Auditor, Associate Accountant, Associate Executive Finance Officer, or Payroll Audit Inspector for two years;
 
IN ADDITION, APPLICANTS QUALIFYING UNDER (B) MUST MEET ONE OF THE FOLLOWING:

Masters or Bachelors Degree from an accredited college or university including or supplemented by 24 credit hours in Accounting/Auditing and one year of full time supervisory accounting or auditing experience (must present transcript at time of filing application).

ACCOUNTING EXPERIENCE is defined as the art or system of keeping financial records.  It is the recording, classifying, verifying and reporting financial data and presenting an analysis or interpretation of their significance.  It includes the preparation of financial statements and schedules;

AUDITING EXPERIENCE is defined as the art of confirming financial statements or documenting the veracity of financial data.  It includes a critical review of financial records and documents and an appraisal of fiscal procedures and operations.
 
Examples of ACCEPTABLE experience would be a full charge bookkeeper who is responsible for a full set of financial records including general ledger and subsidiaries, Junior Accountant or
Auditor and similar positions.
 
Examples of UNACCEPTABLE experience are account-clerical experience and experience limited to posting, maintaining, examining or preparing one or more of the following: voucher register, sales register, cashbook, insurance register, accounts receivable ledger, accounts payable ledger, any other special journal or subsidiary ledger or experience preparing income
tax returns.
