OVERVIEW:
Buffalo Public Schools (BPS) has begun a period of change that seeks to transform the district and its schools. A significant level of local, state, and national attention and investment in the Buffalo Public Schools has characterized the last few years providing an incredible opportunity to ensure that all of its students graduate prepared to succeed in college or a well-paying career.
Under the leadership of Superintendent Kriner Cash, the Buffalo Public Schools has entered into the Education Bargain with Students and Parents. Currently, the Buffalo Public Schools is seeking highly competent, motivated, dedicated and fully engaged individuals to accept leadership roles throughout the District’s 59 schools and Central Office to serve the academic, emotional and physical needs of approximately 34,000 students through the essential elements of the Education Bargain. The Superintendent is leading a talented and committed leadership team with the aim of moving BPS toward world class status and preparing all students for success.
Distinguishing Features of the Class
Subject to the direction, advice and approval of the Superintendent of Schools, the Associate Superintendent is responsible for the operation of the Board of Education’s Division of Plant Services and School Planning. The incumbent shall have the responsibility of acting for the Superintendent of Schools in matters involving the efficient performance of the functions of the Plant Division and shall regularly report directly to the Superintendent of Schools on the conduct and status of the affairs of the Plant Division. The Associate Superintendent shall negotiate with, supervise and evaluate the services of contractors and consultants to the Board of Education. S/he shall supervise the professional, engineering, technical and clerical personnel assigned to the Plant Division and their staffs.
Typical Work Activities
The Associate Superintendent shall exercise general supervision over:
- Total plant operations;
- Total plant maintenance;
- Plant rehabilitation and modernization;
- Preparation of bid specifications;
- Purchasing and inventory control;
- Development of plans and specifications for construction and reconstruction;
- Architectural and engineering studies;
- Maintenance of grounds;
- Liaison with contractors and approval of work performed under contracts;
- Direction and supervision of subordinates and their staff;
- Performs related duties as required.
Full Performance Knowledge, Skills, Abilities and Personal Characteristics
- Extensive professional knowledge of the principles of engineering, planning and the techniques involved in school plant design, construction, maintenance and safety;
- Skill in recognizing areas in need of modification or improvement;
- Skill in evaluating and resolving daily problems;
- Ability to organize work programs, instruct and supervise professional, technical and clerical personnel;
- Ability to effectively communicate, both orally and in writing;
- Ability to develop and maintain good working relationships within and outside the Plant Division;
- Integrity; confidentiality; tact;
- Physical condition commensurate with the demands of the position.
Minimum Qualifications
- Master’s Degree from an accredited college or university in Architecture or Engineering and three years of full-time experience in the design, construction and/or maintenance of large buildings, two years of which must have been in a managerial or supervisory capacity;
OR
- Bachelor’s Degree from an accredited college or university in Architecture or Engineering and five years of full-time experience in the design, construction and/or maintenance of large buildings, two years of which must have been in a managerial or supervisory capacity;
OR
- An equivalent combination of the foregoing.
Special Requirement
Possession of a Professional Engineer or Architect License issued by the State of New York and presented at time of appointment. This license must be maintained during employment.
