POSITION:      Chief Financial Officer
 
SALARY:         $ 150,000 - $160,000 yearly

DISTINGUISHING FEATURES OF THE CLASS

Reporting directly to the Buffalo School Superintendent, or a designee, the Chief Financial Officer leads, plans, organizes, directs and coordinates the School District’s financial and business services.  The incumbent is responsible for combining strategic business planning with hands-on technical management of all financial functions, including financial planning and annual budgeting, accounting and financial operations, public grant program management and reporting to internal and external audiences.  Supervision is exercised over a division of professional, technical and clerical staff.

TYPICAL WORK ACTIVITIES

  • Serves as the key advisor to the Superintendent, School Board and the community, regarding all fiscal issues;
  • Serves as the District representative regarding financial affairs in meetings with governmental, legislative and business community meetings;
  • Provides budget training and information to the Buffalo Public School leadership and constituents to assist them in creating sustainable budgets that align to the District’s mission and goals;
  • Supports the strategy of transitioning funding to the School level, developing and implementing a transparent philosophy and process around School funding and a service-oriented finance team;
    • coordinates with programmatic directors on allocation of funds to schools;
  • Leads, plans, organizes, directs and coordinates activities related to the financial and business functions of the District including budget, accounting, auditing, food service, purchasing, payroll and special projects;
    • implements programs to assure the financial stability of the District;
    • maintains the integrity of the budget system;
    • develops and maintains multi-year financial projections to inform Buffalo Public Schools’ long-term decision-making;
  • Develops, prepares and administers the annual district budget including monitoring and analyzing expenditures and revenues in accordance with local, state and federal laws, rules and policies;
    • prepares monthly cash flow analysis along with various financial reports required by the State;
    • manages the fiscal activities and budget estimates for employee benefit costs in the District’s budget;
  • Reviews existing policies and operations including accounting, auditing, purchasing, payroll, and special projects and develops new policies and operations to strengthen and enhance the financial activities of the District;
  • Meets regularly with department heads and stakeholders to review budget to actual results and advises on mid-year financial decision-making;
  • Implements new processes which will maximize State and Federal claims for aid along with recovery of underpayments;
  • Works with program directors and school leaders to develop grant budgets;
  • Works with New York State Department of Education on grant management, budgeting and reporting that assists in keeping the District in compliance with applicable State and Federal guidelines;
  • Works with District staff on the financial aspects of contract negotiations;
  • Supervises and evaluates the performance of staff assigned;
  • Participates in and assists with the development of legislation relating to financial matters of the District;
  • Attends School Board meetings and advises and assists the Superintendent and the Board of Education on financial and related matters;
  • Performs duties as required by the Superintendent of Schools.

  • Thorough knowledge of the principles and methods of accounting, auditing, finance and cash management;
  • Thorough knowledge of principles and practices of financial management, budget preparation and expenditure controls;
  • Thorough knowledge of the techniques of internal checks and controls and reporting processes;
  • Good knowledge of federal, state and local laws, codes and regulations related to the District’s financial operations;
  • Good knowledge of computer system capabilities applicable to a wide variety of financial and reporting operations;
  • Administrative supervision;
  • Ability to effectively communicate and apply financial insight to the social sector, including accounting for diverse and restricted revenue;
  • Ability to build and manage teams to meet organizational needs;
  • Ability to analyze complex problems, identify solutions and implement plans to solve problems;
  • Ability to plan, organize and direct complex financial operations involving coordination of efforts of multiple units;
  • Ability to prepare and analyze complex financial and accounting reports;
  • Ability to communicate effectively both orally and in writing;
  • Ability to establish and maintain effective relationships with District administrators, elected officials, public and private agencies, union officials and employees;

  • Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

  1. Master’s Degree from an accredited college or university in Business Administration, Accounting or a closely related field and eight years of full-time administrative and direct supervisory experience in general business accounting or financial operations;
 
          OR
 
  1. Bachelor’s Degree from an accredited college or university in Business Administration, Accounting or a closely related field and ten years of full-time administrative and direct supervisory experience in general business accounting or financial operations;

***SPECIAL REQUIREMENT****

Applicants must possess a current Certified Public Accountants License that must be presented at time of appointment and maintained during employment.

Note

  • Required experience does not include account-keeping, bookkeeping or other clerical financial/recordkeeping activities.
  • Verifiable part-time experience will be pro-rated to meet full-time experience requirements.
  • Proof of education and CPA License must be presented at time of appointment.
