DECEMBER 19, 2014 BUDGET AND GRANT MANAGEMENT
POSITION:
The Interim Superintendent of Schools, Mr. Donald A. Ogilvie, is interested in receiving applications from qualified

ASSISTANT SUPERINTENDENT OF BUDGET AND GRANT MANAGEMENT

QUALIFICATIONS:
Candidates must hold a Master’s degree, and a valid NYSED School District Administrator (SDA/SDL) certificate. A School Business Administrator (SBA)
certificate is preferred, but not required. The candidate must have a minimum of five years of satisfactory administrative experience. Candidates should
have experience in budget preparation and monitoring, including knowledge of Federal and State grant-related guidelines and reporting requirements.
Candidates must possess, and have demonstrated strong leadership, organizational and communication skills, both written and oral.
DUTIES:
Under the direction of the Chief Financial and Operating Officer or designee, the Assistant Superintendent of Budget Services shall be responsible for:
• Assisting in the planning and organizing of the District’s budget activities; formulate procedures relating to all budget monitoring and compliance with state and federal regulations;
• Compile, analyze and consolidate budget information; assure proper budgetary controls and transfer of funds to accomplish approved financial objectives.
• Develop and maintain short- and long-term budget planning and prepare written forecasts of budgets and staffing while actively pursuing the maximum usage of funds for the District.
• Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel; operate all computer related applications in the preparation of correspondence, records and reports.
• Assist the Chief Financial and Operating Officer in the development of policies, procedures and programs for school based budgeting.
• Supervise, direct and coordinate the work of personnel assigned to Federal and State programs, Grants, and Special Project Claims Office;
• Communicate and meet with Associate Superintendents, school building leadership, and other district personnel regarding all staffing (projections, needs, and audits) and budgetary requirements; resolve issues and conflicts and exchange information in support of the District’s staffing and budget.
• Work closely with the District’s Human Resources Department in processing staff recommendations and oversee the District’s position control processing for accurate funding for all positions.
• Overall direction and supervision of the Title I and grants development offices, including the development of leadership to ensure compliance with all relevant regulations and guidelines, and coordination of functions to maximize grant acquisition.
• Final review of the district’s Consolidated Application and all related matters
• Identification of funding sources for proposals, conferring with grant managers regarding financial issues and monitoring
• Monitor general and grant funded positions to ensure funding is used most efficiently and appropriately
• Supervise the collection of data and reports required at the conclusion of various grants
• Advise Superintendent, Deputy Superintendent, Chiefs, and Associate Superintendents on matters relating to Federal and State compliance
• Serve as member of Superintendent’s Division Heads team
• Audit compliance with federal and state grant requirements and hold grant administrators accountable
• Assist and perform additional duties as required by the Chief Financial and Operating
Officer.
APPOINTMENT:
Appointment will be made by the Board of Education upon the recommendation of the Interim Superintendent following assessment
of training, experience, credentials, and evaluation of service.
