POSITION:          AUDIT INSPECTOR II - Provisional

SALARY:             $47,505 - $56,966

DISTINGUISHING FEATURES OF THE CLASS

The Audit Inspector II is responsible for ensuring the accuracy and reliability of the District’s systems for fixed assets, technology assets, equipment, textbooks, supplies, materials and other assets.  The incumbent in this position will spend a significant amount of time traveling to and from work sites to perform/supervise field inspections of District assets wherever they are maintained.  These audits will include transactions processed through the school-based extra classroom accounts.  The incumbent will use independent judgment in determining how to allocate their time, but report to and take direction from the Financial Controller.  Supervision is exercised over personnel assigned.
 
TYPICAL WORK ACTIVITIES

Travels to and from work sites to supervise and perform field audits of the District’s fixed assets, technology assets, equipment, textbooks, supplies, other purchases, and school-based extra classroom accounts;
  • maintains detailed records of field audits and internal records analysis.
  • utilizes available technology to incorporate results of audits and/or analysis into the District’s inventory systems.
    Evaluates the District’s asset inventory management systems and recommends improvements in policies and procedures surrounding the acquisition, deployment, transfer, movement and disposition of District assets;
  • advises department heads and administrators on such policies and procedures.
  • answers departmental inquiries on such policies and procedures.
    Advises District staff on sound internal controls through written and in person meetings
    Provides detailed reporting and analysis on District assets as requested.
    Utilizes District’s asset management software to identify possible missing, lost or stolen assets, and attempt to locate such assets;
  • provides guidance in the collection of assets from terminating employees
  • investigates asset thefts
  • work with departments (Legal, HR, Security) and external entities (law enforcement, auditors, etc.) as needed.
    Monitors the disposition of District assets through recycling, auctions, donations and other legal/environmentally responsible methods;
  • assists in evaluating recycling vendors
    Perform related duties as required.
     
     
FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of audit inspection principles and techniques relating to materials, supplies and services procured through orders, contracts or agreements;
Good knowledge of functions and procedures of a governmental organization;
Ability to determine quantity, quality and grade of a variety of items procured by the agency;
Ability to plan, assign and supervise the work of others;
Ability to operate a computer in the use of application programs and preparation of spreadsheets;
Ability to understand and interpret written and tabular material;
Ability to prepare and maintain written reports and other documents;
Ability to effectively communicate both orally and in writing;
Ability to develop and maintain good working relationships with employees, department heads, administrators and public officials;
Ability to climb ladders, climb onto equipment and movement in a work site while performing inspections of materials, supplies, equipment and services;
Physical condition commensurate with the demands of the position.
 

MINIMUM QUALIFICATIONS
 
Promotional

Continuous and permanent status in the Buffalo Board of Education as an Audit Inspector for one year.
 
Open Competitive
  • Master’s or Bachelor’s Degree from an accredited college or university in Business Administration (Accounting, Economics, Finance, Marketing or Management) and two years of full-time qualifying experience*
    OR
  • Associate’s Degree from an accredited college or university in Business Administration (Accounting, Economics, Finance, Marketing or Management) and four years of full-time qualifying experience*;
    OR
  • An equivalent combination of the foregoing with the limits of A and B.
     
    *QUALIFYING EXPERIENCE
          Must be full-time experience in one of the following areas:

          (1)    Auditing, inspection or purchasing of materials, equipment, supplies or services;

                                                 OR

          (2)    As a manufacture or sales representative selling products to wholesalers or other customers for one or more manufactures.
 
 

SPECIAL REQUIREMENT

Possession of a current NYS Drivers License that must be presented at time of appointment and maintained during employment and either own or have access to a motor vehicle.
 
NOTE:  For the purpose of this position, AUDITING is defined as the verification of items or services procured in accordance with contract, specifications, agreements, etc.

INSPECTION is defined as the actual examination of items or services procured in accordance with contract, specifications, agreements, etc.
