DISTINGUISHING FEATURES OF THE CLASS
 
The Deputy Director of Human Resources is responsible for the day-to-day operation of the department.  The incumbent will oversee and be responsible for supervising all Human Resources programs and initiatives which include but are not limited to: talent management, talent acquisition, performance management, Title VII and Title IX, ADA/ 504, FMLA, training and development programs.
 
The incumbent will oversee the development of department procedures and best practices, and contribute to the development of Board policies, regulations and the District’s administrative manual.
 
The Deputy Director will act as the District’s Title VII, Title IX, 504 Compliance Officer, and enforce standards for a non-discriminatory workforce.
 
Working under the direction of the Associate Superintendent for Human Resources, the incumbent has extensive latitude for the exercise of independent judgment and decision, subject to existing statutes, rules, regulations and Collective Bargaining Agreements.  Supervision is exercised over the Director of Employment Services, the Human Resources Manager and clerical staff.  During his/her absence, acts for and in place of the Associate Superintendent for Human Resources.

TYPICAL WORK ACTIVITIES 
Provides strategic direction to Human Resources staff through the Director and HR Manager

  • Responsible for ensuring proper implementation of Human Resources programs including: talent management, talent acquisition, performance management, employee relations, Title VII and Title IX, ADA/ 504, FMLA, training and development
  • Establish department procedures manual (internal and external) and maintain updates
  • Ensure HR compliance with federal, state, local and educational laws, rules and regulations
  • Conducts termination hearings
  • Responds and represents the department in grievance matters
  • Responds and represents the department in matters involving regulatory agencies (DOL, Human Rights, EEOC, OCR, unemployment, etc)
  • Liaison between Human Resources department and Legal department
  • Recommends counseling and disciplinary actions
  • Approves/denies ADA/504 accommodation requests
  • Instrumental in succession planning and staff development
  • Responds to Board of Education inquiries
  • Creates and presents District wide trainings aimed at maintaining compliance with HR requirements
  • Integral participant in contract negotiations
  • Human Resources point-of-contact for Central Office administrator’s needs
  • Conducts high-level fact-finding investigations
  • Manager of Administrative Leave program
  • Conducts quality audits and analyzes trends to increase efficiency and effectiveness
  • Instrumental in setting Department goals
  • Performs related duties as required
 
 

PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
 
  • Comprehensive knowledge of the principles and practices of public personnel administration, public employment regulations, Taylor Law, NYS Civil Service Law, local rules and regulations and the Education Law
  • Excellent knowledge of the principles and practices used in administering a Talent Management program including recruitment and selection, leave and attendance, performance management, Title VII, Title IX, ADA, 504 and FMLA.
  • Expert knowledge of the laws, principles and practices that govern and impact upon the discipline process, with an emphasis on the public sector
  • Proven success managing, supervising and leading a department
  • Ability to organize and analyze information gathered for the purpose of developing recommendations and/or making decisions
  • Ability to prepare detailed and complex correspondence for the purpose of explaining and supporting the personnel or program decisions and recommendations
  • Project Management leadership experience
  • Excellent communication skills (verbal, written and listening)
  • Ability to understand and use technology to support work processes, including strong PC skills such as Word, Excell, PowerPoint and Outlook
  • Ability to understand and interpret insurance and benefit programs
  • Courtesy, discretion, tact
  • Physical condition commensurate with the demands of the position
 MINIMUM QUALIFICATIONS
 
  1. Master’s or Bachelor’s Degree from an accredited college or university (any major) and 5 years of full-time experience in an managerial/supervisory capacity in the field of Human Resources management;
OR
  1.  Acceptable NYS Education Department Certification in Educational Administration (School Administrator/Supervisor or School District Administrator) and 3 years of full-time educational administration experience, including personnel management.
 
Ideal candidate must demonstrate track record of successfully managing multiple initiatives at the same time and demonstrate the ability to influence various levels within the organization to achieve strategic objectives and compliance.
 
PHR or SPHR preferred
Experience managing in a unionized environment preferred

  • Verifiable part-time experience will be pro-rated to meet full-time experience requirements.          
  • Proof of Education must be presented at the time of appointment
  • Residency requirements in accordance with the City of Buffalo Civil Service apply
