POSITION:        DIRECTOR OF EMPLOYMENT SERVICES - EXEMPT

OVERVIEW:
Buffalo Public Schools (BPS) has begun a period of change that seeks to transform the district and its schools. With the appointment of Interim Superintendent Donald A. Ogilvie and a significant level of local, state, and federal attention and investment, Buffalo has an incredible opportunity to ensure that all of its students graduate prepared to succeed in college or a well-paying career.
 
Currently, BPS employs 7,000 faculty and staff members and has 58 schools serving approximately 34,000 students.  Interim Superintendent Ogilvie is building a talented and committed leadership team to partner with her in moving BPS towards the ambitious goal of preparing all students for success.
 

Distinguishing Features of the Class 
This leadership position oversees the delivery of Human Resources services for both instructional and non-instructional employees of the Buffalo Public School District.
 
The position is responsible for ensuring compliance and establishing best practices relating to: Title VII, Title IX, ADA/ 504, FMLA and all State and Federal laws and regulations, in consideration of each collective bargaining agreement.  The incumbent ensures that the employment process is efficient, effective and customer-oriented and is administered in accordance with applicable laws and contracts.  S/he also assists in administering employee disciplinary actions and serves as a resource to all levels of administration within the District.
 
This position manages a team of civil service employees, and regularly interacts with individuals at all levels within the organization.  As a consultant and project lead, this position will also serve as a resource to all levels of administration within the District.
 
Work is performed with a high degree of confidentiality and independent judgment. 
The incumbent receives broad direction from the District’s Deputy Director of Human Resources and exercises supervision over personnel assigned.

 

Typical Work Activities
Manages, guides and directs activities of staff who are responsible for ensuring proper implementation of:

  • Talent Management
  • ADA compliance
  • Title VII and Title IX compliance
  • Conducting fact-finding investigations
  • Employee Relations
  • Managing FMLA and other contractual leaves of absence
  • Participating in the grievance process
  • Performance Management
  • Training and Development (for all levels of the organization)
  • Research and development of best practices, policies and procedures
  • Talent Acquisition, Staffing and Succession Planning
  • Ensures the delivery of effective and efficient Human Resources services throughout the organization
  • Troubleshoots organizational problems and provides sound resolutions
  • Additional duties as required
 
 
Performance Knowledge, Skills, Abilities and Personal Characteristics
 

 
  • Thorough knowledge of New York state and federal laws, regulations, codes and local rules
  • Proven success managing, supervising and leading a department
  • Demonstrated ability to achieve results through influence
  • Coaching and consulting skills with demonstrated record of problem solving and diagnosis skills
  • Project management leadership experience
  • Excellent communication skills (verbal, written and listening)
  • Ability to analyze relevant data to assist in decision making and recommendations for improvement
  • Ability to understand and use technology to support work processes, including strong PC skills to such as Word, Excel, PowerPoint and Outlook

Minimum Qualifications
 
Master’s or Bachelor’s Degree in related field from an accredited college or university and minimum of three years of full-time management experience in the field of Human Resources administration, including: talent management, performance management, ADA & FMLA compliance, Title VII and/or Title IX compliance, management of leaves of absence, training & development and talent acquisition.
 
Ideal candidate must demonstrate track record of successfully managing multiple initiatives at the same time and demonstrate the ability to influence various levels within the organization to achieve strategic objectives and compliance.
 
PHR certification preferred
Experience managing in a unionized environment preferred

  • Verifiable part-time experience will be pro-rated to meet full-time experience requirements
  • Proof of education must be presented at time of appointment
  • Residency requirements in accordance with the City of Buffalo Civil Service apply
