DISTINGUISHING FEATURES OF THE CLASS

The incumbent to this position assists in the performance of management studies and recommends changes and implementations of programs designed to improve efficiency and/or reduce expenditures within city government and the Buffalo Public Schools.  This is an entry-level position with incumbents responsible for the actual carrying out of data collection systems, including financial data.  The position requires use of analytical judgment in the collection and evaluation of data.  General instructions are received from a higher-ranking official.  Supervision is exercised over personnel assigned.

TYPICAL WORK ACTIVITES

  • Collects and analyzes data on work output and quality, as well as financial data, and makes recommendations;
    • monitors data collection for consistency with designed objectives;
  • Assists in the actual operation of data collection systems;
  • Assists in establishing work procedures and guidelines for performance standards and related reporting systems;
    • develops flow chart of work requests;
    • schedules staff assignments;
    • reviews documentation produced from reporting systems;
  • Prepares written/oral reports on the progress of said management studies;
  • Designs management reporting forms for productivity analysis reports;
  • May assist in the preparation of grant proposals for federal, state and foundation funding;
  • Performs related work as required.
 
 FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
 
  • Working knowledge of the operation of city government/school system;
  • Working knowledge of the principles, methods and techniques of management analysis, productivity analysis and data collection;
  • Ability to measure and analyze work productivity data in both quantitative and qualitative terms;
  • Ability to present data, reports and comments clearly and concisely both orally and in writing;
  • Ability to get along well with others;
  • Physical condition commensurate with the demands of the position.
 
MINIMUM QUALIFICATIONS
 
  1. Bachelor's Degree from an accredited college or university in Business Administration, Public Administration or a closely related field;
 
                                                                                    OR
 
  1. Associate's Degree from an accredited college or university in Business Administration, Public Administration or a closely related field and two years of full-time experience including work or research in management or operating procedures.
 
                                                                                    OR
 
   C.    An equivalent combination as defined within the limits of (A) and (B).

 
Note:     Verifiable part-time experience will be pro-rated to meet full-time experience requirements. Proof of education must be presented at time of appointment.
