NOTICE OF POSITION
POSITION:
The Superintendent of Schools, Dr. Pascal Mubenga, is interested in receiving applications from qualified candidates for the position of:
LANGUAGE ASSESSMENT SPECIALIST/COORDINATOR

QUALIFICATIONS:
- Candidates must be employed as a probationary or tenured teacher in the Buffalo Public Schools and hold a valid New York State teaching certificate and must have a Bilingual Extension or TESOL certification.
- Candidates must possess excellent written and oral communication skills, organizational skills, and demonstrate leadership and interpersonal communication skills with adults and children.
- Candidates must have extensive computer knowledge and experience with Microsoft Office programs and Infinite Campus.
- Preference will be given to candidates who have received training on administering the New York State Identification Test for English Language Learners (NYSITELL) and have prior experience administering the NYSITELL.
- Candidates must have completed three years of approved and appropriate teaching and/or coaching experience. In evaluating each candidate’s qualifications, consideration will be given to the candidate’s coursework, experiences in the area of assessment of ELL students, data management, and data analysis.
- A strong knowledge of second language acquisition, research based instructional strategies for working with ELLs, cultural consideration, technology, and a fundamental understanding of the federal and state laws governing programs and services for ELLs, including CR-Part 154, CR-Part 117, and Title III regulations.
- Candidates must have demonstrated leadership skills and experience.
RESPONSIBILITIES:
Under the supervision of the Director of Multilingual Student Placement, the Language Assessment Coordinator will be responsible for:
- Screening, identification, and placement of ELLs as per CR-Part 154 guidelines.
- Conducting individual student interviews
- Member duties of the Language Proficiency Team (LPT)
- Administer various assessments including but not limited to the NYSITELL, SIFE Oral Questionnaire, MLD, etc.
- Provide high quality parent orientations
- Translate documents
- Organize and manage all information of students tested
- Generate reports
- Complete necessary data entry and maintenance
- Daily data management and analysis
- Assist in the review of transcripts and other student records towards informing grade level assignment
- Conduct professional development training courses on CR-Part 154, cultural awareness, etc.
- Act as a leader in the screening, identification, and placement of ELLs at Central Registration (CRC), and has a central function in the organization of the Language Assessment Center (LAC)
- Maintains contact with the Director(s) of Director of Multilingual Student Placement, Director of Multilingual Education, Director of ENL, Director of Central Registration, school Principals, Bilingual and ENL teachers, Registration Cultural Aides, etc.
- Ensure compliance with CR-Part 154
- Ensures that CRC staff possess all relevant information, documentation, keeps up to date and informs all staff of recent changes, developments, and regulations.
- Assists in setting up the systems and process to ensure compliance with CR-Part 154 as it pertains to the screening, identification, and placement of ELLs
- Maintains accurate records of all students
- Manage the implementation of all assessments
- Assist staff with acculturation and intercultural understanding
- Assists in examining ELL data and identifying areas of improvement
- Assists and maintains a budget for LAC materials, ELL needs, etc.
- Registers, participates in, and sets up training for staff
- Works collaboratively with all the departments at CRC (Special Education, McKinney Vento, Registration, Health Related Services, Parent Engagement, etc.)
- Coordinates partnerships and maintains communication with various partners and external agencies (resettlement agencies, cultural organizations, courts, etc.)
- Assists the Director of Multilingual Student Placement and the Director of Multilingual Education in implementing special initiatives that support ELLs
- Able to identify and articulate the various instructional programs available in the District
- Maintain LAC subpage of the CRC district website
- Ensures effective communication with parents in the language and mode best understood by the parent/guardian
- Intensively monitors data to ensure the efficiency and effectiveness of the LAC
- Reviews and analyzes student diagnostic data to assist in determining the appropriate school placement
- Performs other such duties and assumes other responsibilities as may be assigned or arise due to the nature of the position
APPOINTMENT:
Appointment will be made by the Board of Education upon the recommendation of the Superintendent following assessment of training, experience, certifications, credentials, evaluation of service, and a personal interview. a modeled lesson and a writing sample shall be scheduled.
