NOTICE OF POSITION
POSITION:
The Superintendent of Schools, Dr. Pascal Mubenga, is interested in receiving applications from qualified candidates for the position of:
CHIEF OF STAFF
This position will consolidate the various responsibilities previously held by the Chief of Administration, Public Affairs and Planning.

QUALIFICATIONS:
Candidates must hold a Master’s degree, and a New York State School District Administrator (SDA), or School District Leader (SDL) certificate by the time of appointment, with a minimum of eight (8) years of supervisory/management experience. Experience as a senior level administrator in an urban school district with a large racially and economically diverse population preferred.
POSITION:
The Chief of Staff for the Buffalo Public School District will serve as a senior support role to the Superintendent, overseeing central office departments, coordinating strategic initiatives, and acting as a liaison between the Superintendent and Board of Education. Key responsibilities include:
- Managing ongoing projects
- Coordinating all academic and non-academic operations
- Participating in strategic planning and policy development alongside senior leadership
- Management of Intergovernmental Affairs
- District Clerk
RESPONSIBILITIES:
Specifically, the Chief of Staff will be responsible for the following:
- Supporting the Superintendent
- Provide direct support to the Superintendent, acting as a trusted advisor and ensuring alignment with their vision and directives
- Coordinate Operations
- Oversee and coordinate the operations of central office departments and manage the flow of information to and from the Board of Education
- Create, develop, organize and lead Cabinet work sessions
- Create, develop, organize and lead Division head work sessions
- Strategic Planning
- Play a leadership role in developing and implementing the Buffalo Public School District’s strategic plan, including managing related projects and initiatives
- Leadership Liaison
- Act as a key liaison for the Superintendent with other staff, departments and external stakeholder
- Intergovernmental Affairs
- District Liaison to:
- Mayor’s Office
- Common Council
- City Departments
- Erie County Executive
- Erie County Legislature
- Erie County Board of Elections
- Governor’s Office in Buffalo
- State Delegation Members
- All Federal Officials and Offices
- Manage key strategic High Education Partnerships and Agreements
- Supervisor of OCR Compliance related to School Admissions Agreement, Enrollment
- Implementation of 2014 NYS OCR Admissions Agreement and Monitoring
- Leadership and Supervisor of District Implementation for specific policies as assigned by the Superintendent
- i.e., Gender Identity, Criteria-Based School Admissions, facilities renaming
- Management of updates/revisions to District policies and Regulations
- Liaison to Business, Foundation, Religious and Cultural Institution Leadership in Buffalo
- Manage overall relationship with Say Yes Buffalo
- District Liaison to:
- District Clerk
- Implementation of Policy #1331 on all basic District Clerk duties
- Planning and preparation with the Superintendent of all Board agendas for work sessions and business meetings
- Planning and all arrangements related to holding business meetings and work session
- Review, preparation, and correcting of monthly Board Docs items submitted by Cabinet Members
- Planning Board Rentals, special meetings and participation in regional Board of Education events
- Liaison to Erie County Association of School Boards
- Liaison and administrative duties related to Board of Education elections and annual reorganization
- Management of Board of Education redistricting process and facilitator of redistricting committee
- Management and facilitator of Board of Education Ethics Committee
- Crisis Management
- Support the Superintendent and senior staff in resolving complex issues and crisis situations
- Leadership Skills
- Strong political savviness, coalition-building skills, and demonstrated ability to manage various constituencies effectively are critical
- Executive Team Participation
- Serve as a member of the Superintendent Cabinet contributing to major district-wide decisions
- Acting Superintendent
- May be required to serve as Acting Superintendent at the Superintendent’s direction
- Other Attributes
- Must possess strong ethical character, resourcefulness, creativity, and results-oriented mindset
REPORTING:
The Chief of Staff will report to the Superintendent of Schools and will supervise department(s) as directed by the Superintendent of Schools
APPOINTMENT:
Appointment will be made by the Board of Education upon the recommendation of the Superintendent following assessment of training, experience, credentials, evaluation of service, program needs and personal interview.
SALARY: Per contractual agreement up to $185,000
