POSITION:                  Budget Examiner – Permanent
 
SALARY:                     $50,127 - $60,692
 
LOCATION:                 Finance Division - 708 City Hall

DISTINGUISHING FEATURES OF THE CLASS 
Incumbents to positions in this class conduct fiscal reviews of departmental budgets, requests and monthly statements as furnished by the Division of Data Processing.  This is an important fiscal management position involving the responsibility for analyzing budget requests and monthly budget appropriation and expenditure reports to assure departments do not exceed their budgeted allocation and takes appropriate action as necessary.  The Budget Examiner will also be responsible for the coordination, collection and processing of all budgetary or fiscal data and other related data needed to perform the duties of this position.  Incumbents exercise independent judgment in many situations; however, responsibilities are performed in accordance with generally accepted accounting and auditing principles as defined by the City of Buffalo and various State and Federal agencies.  Immediate supervision is received from the department head or an employee in a position so designated by the department head.  Supervision is exercised over personnel assigned

TYPICAL WORK ACTIVITIES

  • Conducts fiscal reviews and studies of departmental revenues, appropriations and expenditures;
  • Supervises and participates in the maintenance and checking of payroll records, time reports, labor costs and personnel records including the number of employees, positions that are filled or vacant, etc.;
    • -maintains records of same;
  • Supervises and participates in the preparation and maintenance of all financial and statistical records;
    • -assists in the collection and compiling of data;
  • Monitors and checks monthly departmental revenues and expenditures against budget;
    • -meets with department/division heads or representatives to correct over expenditures and anticipated over expenditures or revenue shortages or anticipated revenue shortages;
  • Supervises the preparation of financial reports, payrolls and vouchers;
    • -maintains and updates budget record for various departmental projects;
    • -assists in preparing grant budgets and fiscal cost reports;
  • Makes statistical projections of budgetary revenues and expenditures;
  • Designs new record systems and information management systems;
  • Prepares documents necessary for departments to participate in the Capital Expenditures Program;
  • Supervises the maintenance of departmental records concerning sick leave, personnel records, etc.;
  • Formulates or assists in formulating the Mayor's annual budget;
  • Prepares various reports and submits as requested;
  • May supervise and coordinate the maintenance of all records with the NYS Employees Retirement System, NYS Police and Firemen's System;
  • Performs related work as required.
 
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
 
  • Good knowledge of governmental procedures and municipal budgetary controls;
  • Good knowledge of elementary accounting and auditing principles and practices;
  • Good knowledge of staffing patterns and their relationship to cost;
  • Good knowledge of the general principles and techniques involved in conducting research and cost studies;
  • Working knowledge of simple parametric statistics;
  • Ability to understand and interpret laws relating to municipalities on financial matters;
  • Ability to collect, analyze and evaluate data in both qualitative and quantitative techniques;
  • Ability to understand the basic concepts of performance budgeting;
  • Ability to present data, reports and comments clearly and concisely in either oral or written form;
  • Ability to prepare financial reports and exhibits;
  • Ability to establish and maintain cooperative relationships with others;
  • Ability to work with personal computers and various spreadsheet software;
  • Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

 
(A)     Master Degree from an accredited college or university in Business or Public Administration and one year of full time experience in fiscal management, accounting or auditing;
OR
 
(B)     Bachelor Degree from an accredited college or university in Business or Public Administration and three years of full time experience in fiscal management, accounting or auditing;
OR
 
(C)     An equivalent combination as defined within the limits of A and B.
