POSITION:
The Superintendent of Schools, Dr. Kriner Cash, is interested in receiving applications from qualified candidates for the position of:
ASSOCIATE SUPERINTENDENT OF SPECIAL EDUCATION

QUALIFICATIONS:
Candidates must have a Master’s degree, and a New York State School District Administrator (SDA), or School District Leader (SDL) certificate by the time of appointment. Candidates must have a minimum of eight (8) years at the supervisory/administrative level in addition to familiarity with student support models. Candidates with Special Education certification and prior administrative experience in special education in an urban school district with a large racially and economically diverse population are preferred.
POSITION:
The Associate Superintendent of Special Education will lead the development and review of policies, systems, and procedures to provide effective and coordinated delivery of special education services to all students, oversee the implementation and evaluation of a strategic plan to enhance District-wide special education services, and supervise the work of the department.REPORTING:

The individual serving as Associate Superintendent of Special Education will demonstrate the following:
Appointment will be made by the Superintendent following assessment of training, certifications, experience, credentials and evaluation of service. Personal interviews shall be scheduled where appropriate.

POSITION:
The Associate Superintendent of Special Education will lead the development and review of policies, systems, and procedures to provide effective and coordinated delivery of special education services to all students, oversee the implementation and evaluation of a strategic plan to enhance District-wide special education services, and supervise the work of the department.
REPORTING:
The Associate Superintendent of Special Education will report to the Chief Academic Officer and will manage a team of professionals in multiple areas, including instructional programming and school placement for students with disabilities, CSE/CPSE (BPS, charter-non-public, bilingual), related services, and staffing.
RESPONSIBILITIES:
Specifically, the Associate Superintendent of Special Education will be responsible for the following:
Leadership
- Lead the Special Education Department in the implementation of District initiatives
- Lead the Special Education Department in the implementation of corrective actions and reform
- Evaluate and recommend improvements to District special education infrastructure
- Lead the development and review of policies, systems, and procedures to provide effective and coordinated delivery of special education services to all students
- Oversee the implementation and evaluation of a strategic plan to enhance District-wide special education services
- Ensure efficient procedures for data collection, analysis and monitoring of databases as they pertain to reporting, the efficient placement of special education students, reduction of suspensions for students with disabilities, and delivery of mandated services
- Oversee the administration of all functions and matters associated with school and district services for students, including collaboration with city departments, community agencies, and business partners to develop intervention and preventive strategies for students
- Align fiscal and human resources to District priorities
- Strategically and periodically evaluate District services and programs for students with disabilities; identify opportunities for greater effectiveness, efficiency and cost savings
- Engage school leaders and instructional experts to ensure effective and efficient delivery of services
- Ensure appropriate and effective use of technology to enhance instruction and administration of program
- Work collaboratively with other divisions within the central office to create streamlined service to school staff
- Promote transparency and codify processes within the Department of Special Education
- Build a strong customer service culture within the Department of Special Education
- Collaborate with community members and leaders and district and school leaders to promote student success
- Create and implement policies and systems that authentically engage parents and the community

- Exceptional project management skills and an ability to balance big picture priorities with details
