DISTINGUISHING FEATURES OF THE CLASS 
An incumbent to a position in this class performs inspection work in schools to ensure that the operation of the heating and ventilating systems are in accordance with standard practices and that custodial maintenance of buildings meet the requirements set forth by the Board of Education and Department of Health.  This position differs from that of a Chief Engineer-Custodian in that an incumbent is responsible for a number of schools rather than a particular building.  Immediate supervision is received from the Assistant Superintendent of School Plant Operations and general supervision is received from the Associate Superintendent of Plant Services and School Planning.

TYPICAL WORK ACTIVITIES
  • Performs inspections of schools to ensure that the operation of the heating and ventilating systems are in accordance with standard practices and that custodial maintenance of buildings meets requirements
  • Inspects for proper boiler operation and gives instructions as needed
  • Checks on building cleanliness as outlined in the school engineer's log book, makes suggestions and indicates areas needing improvement
  • Checks on possible fire hazards, rubbish accumulations, the application of proper safety precautions and storage of equipment and supplies
  • Inspects all areas of the Engineer's responsibility in cafeterias for cleanliness, including all overhead piping, fixtures, hoods, fans, etc. to ensure that these areas meet Department of Health regulations
  • Performs inspections to ensure proper maintenance of grounds, including snow removal, care of lawns and shrubbery and the removal of refuse and trash
  • Operates a personal computer or computer terminal using application programs
  • Investigates excessive smoke and other complaints referred by the Assistant Superintendent of School Plant Operations
  • Ensures that proper operational records are kept and water treatment is used where required
  • Checks Engineer's log books to make certain proper records are being kept including but not limited to building repairs/maintenance, temperatures, use of fuel, etc.
  • Inspects Chief Engineer’s licenses for current status
  • Reports continued violations of standard practices and procedures to the Assistant Superintendent of School Plant Operations for follow-up and remedial action
  • Receives calls from Engineer-Custodians reporting off duty and assigns substitutes
  • Serves as a replacement for Engineer-Custodians in an emergency
  • Performs related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

  • Extensive knowledge of the construction, operation and maintenance of heating plant and auxiliary equipment
  • Thorough knowledge of building cleaning and maintenance tasks, practices, supplies and equipment
  • Thorough knowledge of costs and standards in relation to custodial operations
  • Considerable knowledge of the tools, terminology and practices of one or more skilled trades
  • Ability to plan and supervise the work of others;
  • Ability to understand and follow instructions
  • Ability to secure and maintain the cooperation of others;
  • Ability to prepare clear and concise reports
  • Ability to operate a personal computer or computer terminal using application programs
  • Good powers of observation; 
  • Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS
 
Promotional

 (A)  Continuous and permanent status in the Board of Education as a Chief Engineer-Custodian for one year

OR

(B)  
Continuous and permanent status in the Board of Education as a First Class Engineer-Custodian for three years.

 

 Open Competitive

(A)  Associate’s Degree from an accredited college or university in Building Management and Maintenance and seven years of full-time stationary engineering experience, five years of which must have been in a supervisory capacity where work involves the operation and maintenance of a large building or plant, including heating, plumbing, electrical, janitorial and the maintenance of a budget, payroll and inventory

OR

(B)  Graduation from High School, GED or Equivalency Diploma and nine years of full-time stationary engineering experience, seven years of which must have been in a supervisory capacity where work involves the operation and maintenance of a large building or plant, including heating, plumbing, electrical, janitorial and the maintenance of a budget, payroll, and inventory

OR

(C)  An equivalent combination within the limits of A and B.

Special Requirement for both Promotional and Open Competitive
Possession of a current Chief Stationary Engineers License issued by the City of Buffalo and must be presented at time of filing application and maintained during employment.
