DISTINGUISHING FEATURES OF THE CLASS
The incumbent in this position is responsible for assisting with the organizing, directing and administering of all phases of the operations of the school Transportation Department. The Assistant Director of Transportation oversees and directs the areas of Transportation, the Bus Aide Office and Dispatch/Supply and Delivery. Immediate supervision is exercised over the Supervisors of Transportation, Supervisors of Bus Aides and Dispatcher as well as all other personnel assigned to these functions. General supervision is received from the Director of Transportation or a designee.
TYPICAL WORK ACTIVITIES:
Oversees the functions of the school Transportation Department by assisting the Director of Transportation in performance of the following:
Supervises and directs personnel in the operation of the school Transportation program, Bus Aide program and Dispatch/Supply and Delivery;
Acts as liaison between public and private transportation companies, Bus Drivers, school staff and the Buffalo Police Department in implementing the rules and policies of the BOE and NYSED relative to the transportation of school children;
Devises and implements procedures to resolve problems and complaints relative to school transportation;
- acts as a troubleshooter between the School District and parents as required;
- confers with Director of Transportation on implementing safety practices and procedures;
Confers with Supervisor of Transportation on all issues relating to operation, dispatching, routing and scheduling of busses;
- assures prompt repair and maintenance of transportation equipment;
- assures certification of Bus Drivers;
Confers with Supervisor of Bus Aides on all issues relating to hiring, training, assignment discipline of Bus Aides and other personnel assigned to this function;
Oversees disciplinary issues and enforcement of contractual bargaining agreements for all employees assigned to school Transportation program, Bus Aide program and Dispatch/ Supply and Delivery;
- consults with supervisors regarding disciplinary hearings and recommended actions;
- develops and implements corrective action as needed;
- researches and updates all staff on new laws and regulations and disseminates updated data;
Assists in the preparation of the annual budget for the school Transportation program;
Responds to emergency situations and matters of concern regarding school transportation issues;
Performs related duties as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices used in school transportation management;
Thorough knowledge of state and federal laws and regulations related to school transportation including transportation of students with disabilities;
Good knowledge of the operation and routing of school busses;
Supervision;
Ability to develop and implement operating rules, procedures, policies;
Ability to plan the work of others;
Ability to understand and interpret written material;
Ability to effectively communicate both orally and in writing;
Ability to operate a personal computer in the use of application programs;
Ability to assist in the planning of a budget; Ability to develop and maintain good working relationships;
Ability to respond to and work under emergency situations;
Courtesy; tact; integrity;
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Promotional
Continuous and permanent status in the Buffalo Board of Education as a Supervisor of Transportation or Supervisor of Bus Aides for two years.
Special Requirements
- Possession of a valid NY State Driver’s License that must be presented at time of appointment and maintained during employment.
- Applicants must obtain Certification as a New York State School Bus Driver Instructor within 18 months of appointment.
APPOINTMENT: Appointments are subject to the review of the Board of Education upon the recommendation of the Superintendent following the approval of the City of Buffalo Civil Service Division.
