SALARY: $92,351 - $111,550

DISTINGUISHING FEATURES OF THE CLASS
The Director of Facilities Planning, Design and Construction manages, administers and supervises work in the area of new school design and construction and the rehabilitation of existing school buildings and administrative facilities. The incumbent to a position in this class is responsible for directing the overall operation of the new school construction program which involves preparation of plans, specifications and estimates for all construction, reconstruction and rehabilitation projects, the preparation of contracts and evaluation of proposals for construction or consulting services and the award of contracts for such services. Direct supervision is received from the Chief Operating Officer or a designee; however, assignments are received in general terms allowing for a wide lee-way in the exercise of independent judgment in planning overall details and in making decisions on operational problems. Supervision is exercised over various supervisory personnel, skilled craft workers, grounds crews, consultants and contractors and other personnel involved with construction, reconstruction, rehabilitation, maintenance and repairs.
TYPICAL WORK ACTIVITIES
Directs and supervises the architectural/engineering staff in the preparation of all plans and specifications and estimates for new construction or alteration and facilities improvements;
Executes all repairs, alterations, improvements and rehabilitation to school plant as required by the Superintendent of Schools;
Directs the development of office standards for design, specifications and contracts;
Prepares work schedules for staff in areas of design, construction, reconstruction and rehabilitation;
Works with outside consultants to acquire professional design services, architectural and engineering, defines scope of work and establishes project schedules and deadlines;
Recommends to the Chief Operating Officer or a designee, approval of requests for payment submitted by architects, engineers and contractors.
Develops both short and long term capital planning and budgets for the effective utilization of school buildings and administrative facilities to meet the school districts objectives;
prepares and submits budgets for capital improvements and maintenance for school facilities;
Performs related duties as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of the principles and practices of civil engineering or architecture as it applies to design and construction of new buildings and rehabilitation of existing buildings;
Thorough knowledge of modern methods and techniques as applied to building operations;
Good knowledge of all regulatory code requirements governing building design, construction and rehabilitation of school facilities
Comprehensive knowledge of building systems and related architectural and engineering design standards and practices;
Comprehensive knowledge of budget planning and administration;
Ability to develop and maintain cooperative relationship with district personnel, subordinates and other city agencies;
Ability to direct large-scale engineering programs using standard practices for tracking project status from design through the construction phase
Ability to manage, organize and motivate professional staff of designers, project mangers and third party consultants;
Courtesy; tact; good judgment;
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
PROMOTIONAL
Continuous and permanent status in any city department for three years as an Associate
Architect or Associate Engineer.
In addition, applicants must have five years of full-time experience where work involves
the responsibility for the design and construction of new or rehabilitation of existing buildings or
structures, three years of which must have been in a supervisory capacity.
Special Requirement
Possession of a New York State Professional Engineer's or Professional Architect's
License or the ability to obtain such license within 6 months of the date of appointment.
OPEN COMPETITIVE
Bachelor’s Degree from an accredited college or university in Civil Engineering, Architecture,
Building Construction, Engineering Technology or a closely related field and eight years of full-
time experience where work involves the responsibility for the design and construction of new or
rehabilitation of existing buildings or structures, three years of which must have been in a
supervisory capacity.
Special Requirement
Possession of a New York State Professional Engineer's or Professional Architect's
License or the ability to obtain such license within 6 months of the start of employment
NOTE: Verifiable part-time experience will be pro-rated to meet full-time experience
requirements. Proof of education must be presented at time of appointment.
