POSITION:       INVESTIGATOR (Buffalo School District) - EXEMPT

Distinguishing Features of the Class

This position will be responsible for conducting investigations into employee relations matters with a focus on behavior complaints, any district policy violation complaints and EEO complaints.
 
The incumbent assists in administering employee disciplinary actions when required and serves as a resource to provide appropriate guidance to all levels of administration within the District. Work is performed with a high degree of confidentiality, with exposure to highly sensitive information and with the understanding to escalate higher level concerns as required. The incumbent will also be required to manage alerts from New York State Education Department (NYSED) regarding subsequent arrests, may be called to participate in Grievance hearings to share details from an investigation and to assist in the process of preparing executive investigation summaries for 3020a and Section 75 charges. The incumbent receives broad direction from the District’s Deputy Director of Human Resources and Director of Employment Services.
 

Typical Work Activities
Under administrative direction, performs the following duties:
  • Conducts prompt, impartial and thorough investigations involving complaints brought by all levels of administration, by district employees and occasional inquiries from regulatory agencies;
  • Perform in-person and telephonic interviews of witnesses;
  • Maintains accurate and well documented records and notes of investigatory process;
  • Apply independent judgment and best practices to conduct investigations, recommend and make industry recommendations for appropriate action to resolve concerns;
  • Respond to inquiries relating to Freedom of Information Law (FOIL) requests in accordance with District Policy;
  • Prepare thorough and concise executive summary of fact-finding, along with recommendations based on precedent, law or best practice;
  • Develops and maintains working relationships with bargaining units, District Administrators, and outside agencies such as the New York State Division of Human Rights and any external legal counsel involving subpoena requests;
  • Performs related duties as required.
 
 
Full Performance Knowledge, Skills, Abilities and Personal Characteristics
 
Thorough knowledge of federal and state employment laws;
Thorough knowledge of employment and NYS educational law and regulations including Title VII, Title IX, FMLA, ADA, unemployment, Civil Service and labor relations.
Ability to quickly learn Civil Service laws and local rules, and District policies and contractual bargaining agreements;
Ability to review, assess and develop work processes and procedures to optimize resources and improve customer service;
Ability to develop and maintain good working relationships;
Ability to communicate effectively both orally and in writing;
Ability to understand and use technology to support work processes;
Confidentiality; discretion; tact;
Physical condition commensurate with the demands of the position.
 
Minimum Qualifications
Bachelor’s Degree from an accredited college or university and two years of full-time investigatory experience in the field of Human Resources or Law

  • Verifiable part-time experience will be pro-rated to meet full-time experience requirements
  • Proof of education must be presented at time of appointment
